2022 Massachusetts Health Insurance Responsibility Disclosure (HIRD) Form

The Department of Revenue has made the new 2022 Health Insurance Responsibility Disclosure (HIRD) form available to taxpayers through the MassTaxConnect (MTC) web portal.

What is the HIRD Form?

The HIRD form is a state reporting requirement for Massachusetts Employers in 2022. The HIRD form collects employer level information about your employer sponsored insurance (ESI). The HIRD reporting is administered by MassHealth and the Massachusetts Department of Revenue (DOR) through the MTC web portal. The HIRD form will assist MassHealth in identifying members with access to an ESI who may be eligible for the MassHealth Premium Assistance Program.

Who is required to complete the HIRD Form?

State law requires every employer in Massachusetts with six or more employees to submit the HIRD form annually. If you are an employer who currently has or had six or more employees in any of the past 12 months, you are required to complete the form.

When will the form be due?

The form became available beginning November 15 and must be completed by December 15. The form must be filed electronically through your MTC account and the state will not accept paper forms.

How do I submit the HIRD form?

The HIRD reporting is administered by the DOR through the MTC web portal. The MTC is where employer-taxpayers file returns, forms, and make tax payments. To file your HIRD form, login to your MTC withholding account, on the Summary tab scroll down to Withholding Tax, and select the “File a Health Insurance Responsibility Disclosure” hyperlink. If you do not have an MTC account, or if you forgot your password or username, you may follow the instructions provided on the MTC web page or contact the DOR at (617)466-3940.

Massachusetts Employers Should Still File Fair Share Contribution Report Despite Receiving Exemption Letter

Vision Payroll has learned from informal discussions with the Massachusetts Division of Unemployment Assistance that some taxpayers may have incorrectly received letters indicating that they were exempt from filing the Fair Share Contribution Report for 2009. As a precaution, Vision Payroll is recommending that taxpayers that have received this letter file the Fair Share Contribution Report regardless. It is generally better to file a form unnecessarily than to not file a form that is required. Question of the Week: Do I Now File the HIRD Report on a Quarterly Basis?

This week’s question comes from Mel, a small-business owner. I’ve heard that the Massachusetts HIRD report must now be filed on a quarterly basis. Is the report due November 15 for the third quarter? Answer:  The Health Insurance Responsibility Disclosure (HIRD) Report due November 15 and for the year ended September 30, 2008 must still be filed on an annual basis. Under 430 CMR 15.00, starting October 1, 2008 the base periods will be quarterly. Therefore, to determine the amount of any Fair Share Employer Contribution your company must pay, a quarterly calculation and filing will be required. Periods will end December 31, March 31, June 30, and September 30 and the filing and payments will be due on or before February 15, May 15, August 15, and November 15.
