This week’s question comes from Amy, an office manager.

Amy asks:

We just used the new paperless onboarding when we hired a new employee. The Form I-9, Employment Eligibility Verification, said that it expired on 8/31/2012. When we clicked the link on VisionPayroll.com, that form is also expired. Where can I get the new Form I-9?

Answer: The Form I-9 that is available using our paperless onboarding and on our website is still the current form, even though it indicates that it is expired.

USCIS Authorized Continued Use of Expired Form I-9

In a statement issued on August 13, 2012, the US Citizenship and Immigration Services (USCIS) stated the following:

Until further notice, employers should continue using the Form I-9 currently available on the forms section of http://www.uscis.gov. This form should continue to be used even after the OMB control number expiration date of August 31, 2012 has passed. USCIS will provide updated information about the new version of the Form I-9 as it becomes available.

Employers must complete Form I-9 for all newly-hired employees to verify their identity and authorization to work in the United States.

According to the US Department of Labor, in the week ending September 22, the advance figure for seasonally adjusted initial claims was 359,000, a decrease of 26,000 from the previous week’s revised figure of 385,000. The 4-week moving average was 374,000, a decrease of 4,500 from the previous week’s revised average of 378,500.

Advance Seasonally Adjusted Insured Unemployment Rate Remains Unchanged

The advance seasonally adjusted insured unemployment rate was 2.6% for the week ending September 15, unchanged from the prior week’s unrevised rate.

Advance Seasonally Adjusted Insured Unemployment Increases

The advance number for seasonally adjusted insured unemployment during the week ending September 15 was 3,271,000, a decrease of 4,000 from the preceding week’s revised level of 3,275,000. The 4-week moving average was 3,295,500, a decrease of 15,000 from the preceding week’s revised average of 3,310,500.

How Paperless Onboarding Works

To start the paperless onboarding process, click the Recruiting Center tab on your online Information Center, click Paperless Hiring (Onboarding) in the Screen and Hire Employees section, and then click Onboard an Employee. Onboarding can be done in 3 easy steps:

  1. Fill in the applicant’s name, e-mail address, and job information.
  2. Attach an optional offer letter, choose which standard documents to send, and attach additional documents to transmit.
  3. Complete the process by e-mailing the forms to the applicant or having the applicant complete the forms in your office (new hire must be present).

If you attach an offer letter or other documents, the applicant will be required to sign these documents with a computer mouse. The document, signature, and date/time stamp will be recorded and available to you for viewing, printing, and downloading.

Standard documents can be updated in your Onboarding Preferences section.

Once the applicant is finished, the forms are returned to you and imported directly into our online payroll system. No more data entry, no more typos or misspellings to correct, no more illegible handwriting to decipher.

Montana Unemployment Wage Base to Increase to $27,900 for 2013

Administrator Roy Mulvaney of the Montana Department of Labor and Industry has announced a 1% increase in the taxable wage base for 2013.

$900 Increase Is the Largest Since 2010

The wage base will increase from $27,000 for 2012 to $27,900 for 2013.

Monday, October 8, 2012 will be Columbus Day, a federal holiday. Although the offices of Vision Payroll will be open and payrolls will be processed, most banks will be closed in observance of the holiday.

Payroll Dates May Be Affected by Columbus Day

Payrolls dated October 8 will be paid October 5 unless a previous change in schedule has been submitted. Payrolls submitted after these processing deadlines will be pushed back until the next available processing day. No changes are required for payrolls dated October 11.

Veterans Day Is Next Federal Holiday

The next federal holiday will be Monday, November 12, 2012, celebration of Veterans Day. Contact Vision Payroll as soon as possible to make changes to or for questions on your processing schedule.
