Most employers are eligible for this exemption. According to the <a href=\"https:\/\/old.visionpayroll.com\/kb\/wp-content\/uploads\/2010\/03\/HR-2847.pdf\" target=\"_blank\">HIRE Act<\/a>, a \u201cqualified employer\u201d is any employer other than the United States, any State, or any political subdivision thereof, or any instrumentality of the foregoing, although \u201ca public institution of higher education (as defined in section 101(b) of the Higher Education Act of 1965)\u201d also is a qualified employer, even if a public institution.
