How do we know if an employee qualifies us for the new payroll tax credit for hiring unemployed workers? Answer: The <a href=\"http:\/\/www.irs.gov\/\" target=\"_blank\">Internal Revenue Service (IRS)<\/a> has released <a href=\"https:\/\/old.visionpayroll.com\/kb\/wp-content\/uploads\/2010\/03\/ir-2010-033.pdf\" target=\"_blank\">IR-2010-033<\/a><strong>,<\/strong> <em>Two New Tax Benefits Aid Employers Who Hire and Retain Unemployed Workers<\/em>. In it, the <a href=\"http:\/\/www.irs.gov\/\" target=\"_blank\">IRS<\/a> explains that under the <a href=\"https:\/\/old.visionpayroll.com\/kb\/wp-content\/uploads\/2010\/03\/HR-2847.pdf\" target=\"_blank\">HIRE Act<\/a>, employers will be required to \u201cget a statement from each eligible new hire certifying that he or she was unemployed during the 60 days before beginning work or, alternatively, worked fewer than a total of 40 hours for someone else during the 60-day period.\u201d The <a href=\"http:\/\/www.irs.gov\/\" target=\"_blank\">IRS<\/a> will provide a form that employers may use to obtain the certification from employees.
